C4 not shifting to 3rd gear. But then I shut it down.

C4 not shifting to 3rd gear I have a 4l60e ran by an optishift unit in my 92. He had the trans rebuilt around 1000 miles ago and I'm not sure 3rd worked before or after the rebuild. Bought a 64 fairlane with a 302 /1966 C4 while rebuilding the engine I put a B&M trans pack in it now I have no 3rd gear. Now 1st and second shift perfectly 3rd it just high revs. Checked my kickdown cable, wasnt stuck; that vacuum tube from my manifold, and i assume goes to my transmission, wasn't kinked or anyhing. If starting on the green dot, it will cycle from 1st to 2nd to 3rd. however the problem is still around. The last time I tried this it did actually catch 3rd gear. I'm going to call the tranny shop to get their take on it. Which is the same problem in my mustang II. and thanks for any help i can get from all of you. The maximum speed it will shift 1-2 is about 35-40 mph with the vacuum modulator disconnected or not working.
